Resumen:

La policía comunitaria ha sido utilizada como una herramienta para mostrar preocupación por la ciudadanía y una aparente mejora del trabajo policial en América Latina. En las últimas dos décadas prácticamente todos los países han implementado iniciativas con los mismos conceptos (o similares); pero esto no implica mejoras en el trabajo policial diario o disminución de los desafíos de la policía gestión. Así, usado como una herramienta de marketing por políticos y policías, la policía comunitaria no parece haber cumplido con las expectativas. El presente estudio mediante el uso de metodologías cualitativas que incluyen 20 observaciones participantes en diferentes comisarías de Lima así como 80 entrevistas con policías y 10 con expertos durante el primer semestre de 2017 analiza el caso del programa de acercamiento a la comunidad en el Perú. Se puede concluir que la difusión del concepto se impulsa por la emulación o el interés en las características simbólicas más que su implementación. El nombre migra más que el concepto, el cambio de narrativa es mayor que las modificaciones reales en la práctica; lo que demuestra que la espera de impactos es un ejercicio de poca utilidad. Los resultados proporcionan nuevos conocimientos sobre el proceso de implementación de las iniciativas relacionadas con el trabajo policial, fortalecen la percepción que parte del debate político se basa en mitología más que evidencia y confirma los desafíos que aún están pendientes para lograr verdaderas transformaciones en la relación con la comunidad.

 

Abstract:


Community police has been used as a tool to show concern for citizenship and an apparent improvement of police work in Latin America. In the last two decades practically all countries have implemented initiatives with the same (or similar) concepts; but this does not imply improvements in daily police work or decrease in the challenges of police management. As a marketing tool by politicians and police, community police does not seem to have met the expectations. The present study, using qualitative methodologies including 20 participant observations in different police stations in Lima as well as 80 interviews with police and 10 with experts during the first semester of 2017, analyzes the case of the community outreach program in Peru. In conclusion the diffusion of the concept is driven by emulation or interest in symbolic characteristics rather than its implementation. The name migrates more than the concept, the change of narrative is greater than the real modifications in practice; which shows that waiting for impacts is a little useful exercise.
The results provide new insights into the process of implementing initiatives related to police work, strengthen the perception that part of the political debate is based on mythology rather than evidence and confirms the challenges that are still pending to achieve true transformations in the relationship with community.
