¿Cúal es el rol que tiene la discrecionalidad burocrática de los policías en las comisarías? Múltiples estudios reconocen el papel que tienen los oficiales de calle en redefinir la política pública en diversos sectores del accionar gubernamental. El presente artículo analiza esta brecha de implementación en un tema clave en el Perú: la violencia contra las mujeres. A partir de un análisis cualitativo de observación participante en 20 comisarías de Lima Metropolitana durante el primer semestre del año 2017, así como más de 80 entrevistas a funcionarios policiales, se desarrolla un marco analítico que reconoce la brecha entre la política pública formalmente declarada y lo que efectivamente ocurre cuando una mujer denuncia ser víctima de violencia. El estudio muestra los elementos que constituyen estas brechas así como visibiliza la real política pública a la que se enfrentan las víctimas de forma cotidiana.

Abstract

What is the role of bureaucratic discretion of the police in precints? Multiple studies recognize the importance of street officials in redefining public policy in various sectors of government. This article analyzes this implementation gap in a key issue in Peru: gender violence. Based on a qualitative analysis of participant observation in 20 precints in Metropolitan Lima during the first semester of 2017, as well as more than 80 interviews with police officers; an analytical framework is developed that recognizes the gap between formally declared public policy and what actually happens when a woman claims to be a victim of violence. The study highlights the elements that make up these gaps as well as makes visible the real public policy that victims face on a daily basis.
