Public Administration in the Healthcare System: Prospects for Modernization

Resumen
The Ukrainian healthcare system is undergoing radical transformation under the influence of military conflict, institutional instability, and the increasing need for digital modernization. Assessing the balance and sustainability of these reforms is critical to ensuring long-term sector resilience. This study aims to analyze the dynamics of healthcare modernization and examine the interdependencies between financial, human, and digital resources. The research focuses on the current model of public administration in the healthcare sector. The approach combines reviews of international and national statistical databases with empirical studies conducted in Ukrainian medical institutions. Findings reveal imbalanced development: digitalization and financial indicators show progress, while human resource capacity and performance metrics decline. Digital preparedness is positively correlated with management efficiency, whereas staff shortages negatively impact key performance outcomes. Comparative analysis with OECD and EU countries indicates that Ukraine lags in human resources and financial parameters, despite improvements in digital development. The practical significance of this study lies in providing evidence-based insights for designing balanced state policies that integrate digital, institutional, and human resource reforms. Limitations include the size of the empirical sample and heterogeneity of international data; however, the findings offer a foundation for future research on adaptive management models under prolonged crisis conditions.
