The Role of Digital Technologies in the Project Management
Implementation Based on the Intellectual and Innovative Development of
the Enterprise

ABSTRACT
Current trends of post-industrial development lead to the intensification of the use of
digital technologies in multi-vector processes of social development. The purpose of the
study is to substantiate the role of digital technologies in the project management
implementation on the basis of intellectually innovative development of the enterprise
using the methodology of an integrated approach. The methodological basis of the research
is emphasized, which includes the methodology of an integrated approach and the
separation of the principles of the application of digital technologies in the implementation
of project management, namely, purposefulness, adequacy, systematicity, effectiveness,
efficiency, influence, security, viability and social orientation. The advantages of using
digital technologies in the project management of enterprises are highlighted for all levels of
project management, which includes the upper levels of enterprise management, covering
the strategic level of management, project management, which provides direct management
of specific projects and the project team, that is, the level of project implementation. The
functional tasks of the use of digital technologies in the project management
implementation based on the intellectual and innovative development of the enterprise
have been clarified.

El papel de las tecnologías digitales en la implementación de la gestión de
proyectos para el desarrollo intelectual e innovador de la empresa
RESUMEN
Las tendencias actuales del desarrollo postindustrial conducen a la intensificación del uso
de tecnologías digitales en procesos multivectoriales de desarrollo social. El objetivo del
estudio es fundamentar el papel de las tecnologías digitales en la implementación de la
gestión de proyectos sobre la base del desarrollo intelectualmente innovador de la empresa
utilizando la metodología de un enfoque integrado. Se destaca la base metodológica de la
investigación, que incluye la metodología de un enfoque integrado y la separación de los
principios de la aplicación de tecnologías digitales en la implementación de la gestión de
proyectos, a saber: determinación, adecuación, sistematicidad, efectividad, eficiencia,
influencia, seguridad, viabilidad y orientación social. Las ventajas del uso de tecnologías
digitales en la gestión de proyectos de las empresas se destacan para todos los niveles de la
gestión de proyectos, que incluye los niveles superiores de la gestión empresarial, que
cubren el nivel estratégico de gestión, la gestión de proyectos, que proporciona la gestión
directa de proyectos específicos, es decir, el nivel de implementación del proyecto. Se han
aclarado las tareas funcionales del uso de tecnologías digitales en la implementación de la
gestión de proyectos basadas en el desarrollo intelectual e innovador de la empresa.

Introduction
Current trends in social development are aimed at post-industrial development,
which involves an intellectual and innovative direction, the use of digital technologies,
knowledge, increasing creative potential, etc. Digital technologies ensure the functioning of
information systems that make it possible to spread innovations, increase the
competitiveness and sustainability of economic entities. Informatization becomes the basis
for effective use of resources and intellectualization of production processes, provides
support for subjects of economic processes at all stages of production and consumption of
goods and services in all spheres of activity.
The spread of digital technologies in all spheres of social development is an objective
process, their introduction into economic activity gives economic subjects the opportunity
to improve or radically change existing business processes thanks to the application of
technological solutions related to the use of software, artificial intelligence, processing large

data sets, as a result of which enterprises gain advantages in the market. Modern
enterprises actively use digital technologies in the project management
implementationusing various intellectual, innovative and creative approaches.
Therefore, the role of digital technologies in the development of enterprises is
growing significantly, which requires further scientific research, including in the area of
implementation of project management on the basis of intellectually innovative
development of the enterprise.
The purpose of the study is to substantiate the role of digital technologies in the
project management implementationon the basis of intellectually innovative development
of the enterprise using the methodology of an integrated approach. To achieve the outlined
goal, the authors solved the following tasks:
firstly, substantiated the importance and timeliness of the research, which is
confirmed by a thorough analysis of literary sources regarding the use of digital
technologies in the project management implementationon the basis of intellectually
innovative development of the enterprise;
secondly, identified the methodological basis of the research, which includes the
methodology of the integrated approach and the identification of the principles of the
application of digital technologies in the implementation of project management;
thirdly, highlighted the advantages of using digital technologies in the project
management of enterprises for the strategic level of management and the level of project
implementation;
fourthly, clarified the functional tasks of the use of digital technologies in the project
management implementationon the basis of intellectually innovative development of the
enterprise;
fifthly, substantiated the interdependence of the application of digital technologies
with the logistic processes of project management;
sixthly, proving the main principles and a comprehensive approach provided an
opportunity to substantiate the scientific novelty of the research and further aspects of
deepening the study of the role of digital technologies in the implementation of project
management.

1. Literature Review
The influence of digitization processes on project management is considered by
leading scientists and is a timely issue in the context of the development of modern
enterprises.
Within the framework of the study (Al-Faouri, Abeer Hmoud et al., 2023), the
authors considered the impact on information systems of project management with a
possible mitigating effect of the creation of value obtained by this factor. The researchers
are convinced that the study expands the current understanding and application of digital
technologies and has shown some implications that have been supported by evidence in the
field.
The basis of research (Jinlong Si et al., 2023) is the application of the concept of
digitization of self-organization in intelligent data analysis and intelligent planning in the
management of construction projects related to information modeling of buildings. An
intelligent self-organized data analysis system for optimizing the complexity of project
management is proposed.
The authors (Radman K. et al., 2022) examined the current state of real-time
technologies and their applications, how specific attributes of these breakthrough
technologies can significantly change project management in the construction industry.
The researchers' research presents a new process-based framework for using technology
from a data lifecycle perspective.
The authors of the study (Vărzaru A.A., 2022) state that given the complexity of
projects, project management increasingly uses digitized technologies such as big data,
artificial intelligence and cloud computing. The conducted research allows us to assess the
perception of employees of organizations that participate in the implementation of projects,
the feasibility of using digital technologies in accounting and organizational information
systems of digitalization of the project management process.
Research (Attencia G. et al., 2022) analyzes the implementation of technology in
intellectual asset management through numerous case studies, the digital technologies used
that affect the level of technology implementation in asset management and project
management as a whole. The authors reveal the peculiarities of the integration of project
management and the implementation of digital technologies.

Article (Guan Lan et al., 2022) demonstrates a closed loop for online feasibility
studies and online business management. The authors are convinced that it will
dynamically accumulate digital development results and provide stable services in
subsequent projects. Using the proposed new program, project management will be more
effective.
In article (Fang Shao et al., 2022), a study of the intelligent data processing of the
enterprise reserve project based on artificial intelligence technology is carried out to
improve the quality and efficiency of the enterprise reserve project management. Aiming at
the needs of intelligent assessment of the value of corporate project data, the authors of the
article investigate the clustering algorithm of backup projects based on the improved
technology of the k-means algorithm and implement the automatic classification of project
types, thereby improving the efficiency of management of backup projects.
The authors of article (Li Ma et al., 2022) proposed a platform for planning and
managing power grid infrastructure projects using the Internet of Things and artificial
intelligence forecasting and analysis based on digital twin technology. Scientists are
convinced that the platform realizes the interaction between the physical engineering site
and the virtual engineering model, breaks down the barriers of separate work and
information delays in traditional planning methods, improves the accuracy and
coordination of planning, realizes "integration" into the three-stage planning process, and
further optimizes the project management.
Scientists (Sun Heng et al., 2022) proposed a new hybrid model of information
modeling of digital twin buildings, which performs the process of determining resource
shortages, analyzes requirements, makes decisions, allocates resources, and optimizes
project management with the help of artificial intelligence (AI). According to the authors,
the results of the study showed that these hybrid technologies significantly help in the
project management of construction enterprises.
Considering the fact that a sufficient number of scientific studies have been devoted
to the investigated problem, the question of the role of digital technologies in the project
management implementationon the basis of the intellectual and innovative development of
the enterprise requires further analysis, outlining existing problems and finding ways to
solve them.

2. Methodology
In the context of project management, enterprises in their activities rely on global
management practices, which acquire the characteristics of methodological approaches to
the organization and implementation of project management. In general, the application of
digital technologies in the project management implementationon the basis of intellectually
innovative development of the enterprise requires the application of the methodology of an
integrated approach, which enables the integrated application of digital technologies,
various forms and methods of project management in harmony with their purpose, goals,
tasks and factors of risks and environmental changes.
A comprehensive approach and coordination of the application of digital
technologies in the project management implementationon the basis of intellectually
innovative development of the enterprise in compliance with the outlined principles will
contribute to obtaining a synergistic effect in the management of project activities and the
development of the enterprise as a whole (Fig. 1).
The application of digital technologies in the project management implementationon
the basis of intellectually innovative development of the enterprise makes it possible to
achieve the goals of the projects under the conditions of compliance with the following
principles:
- firstly, purposefulness, which is determined by the target orientation of projects,
which is a general characteristic of any project and is aimed at a certain final result;
- secondly, adequacy, which provides for the compliance of project goals taking into
account opportunities and market needs, includes opportunities to provide the project
with all necessary resources;
- thirdly, systemicity, which presupposes the application of a systemic approach to
project activities, since the process of project implementation covers heterogeneous
systems that are interacting and dependent;
- fourthly, effectiveness, namely the achievement of set goals at each stage of project
implementation in accordance with the time perspective of the implementation of planned
tasks;
- fifthly, efficiency, which involves the rational use of various resources during the
formation and implementation of the project;

- sixthly, influence, which involves obtaining the effectiveness of the project in
solving the set tasks;
- seventhly, safety, which includes both the economic justification of project safety,
which takes into account the risks and threats of project activity, and the safety of projects
in relation to the environmental and social public sphere;
- eighthly, viability, which sees the effectiveness for the enterprise and consumers in
meeting the needs after the implementation of the project in a certain period of time;
- ninthly, social orientation, which involves observing aspects of social justice,
culture, etc.
3. Results
The intellectual and innovative development of enterprises is impossible without
project activities, and at the same time, projects differ significantly from the current
activities of enterprises. Since, unlike current activities, projects are not permanent, they
are temporary and limited to the time of their implementation. Any project has a specific
goal and clearly defined tasks that must be achieved in a certain clearly regulated time, at
the same time, the enterprise may not have a clear goal, and it may also change. Any project
has a regulated execution time, which is uncharacteristic for the day-to-day activities of
enterprises. Any project has its own uniqueness, which is not characteristic of the larger
current activities of enterprises. Implementation of projects requires combining the efforts
of various specialists, which is not inherent in everyday activities, since the main principle
of the work of specialists is functional.
A large number of different digital technology tools are used in project management,
ranging from simple Excel and Smartsheet tables to professional software packages such as
Microsoft Project and Primavera. However, these tools are already quite outdated, and
today approaches based on the use of Agile tools are actively used. The essence of this tool
lies in the approach by which the project is broken down into small sub-projects, which are
then combined into a general rather than project phase as a whole. This makes it possible to
carry out testing and planning more clearly for each sub-project, as well as introducing
changes to the project with less expenditure of resources and time. The Agile digital tool
became the basis for other agile digital tools such as Scrum, Lean, Kanban, Crystal and
many others.

The peculiarity of the Scrum tool is that this digital tool divides the project into
parts that can be immediately used by the customer in accordance with the ranking of the
importance of execution and implementation.
Lean - complements Agile by introducing a workflow scheme with certain stages of
operations, so that each iteration is performed with the same quality. But a certain
abstractness of the Lean tool led to the development of such a digital tool as Kanban, which
makes it possible to visualize the stages of the flow of operations in the form of columns.
The implementation of digital technologies in the project management
implementationon the basis of intellectually innovative development of the enterprise plays
an important role and is necessary in the modern conditions of post-industrial social
development. Digital technologies in project management make it possible to create a single
information space that provides formation (Fig. 2):
- a single database of all enterprise projects;
- a single directory of all resources involved in projects;
- unified document flow regarding projects and reports on them;
- detection of lagging behind plans based on the results of processing project reports,
identification of their causes and directions in relation to compliance with planned tasks.
The use of digital technologies makes it possible to achieve the most coordinated
work of all levels of project management, which includes the highest level of management of
the enterprise, covering the strategic level of management, project management, which
provides direct management of specific projects and the project team, i.e. the level of project
implementation.
This is especially important when several projects are being prepared and
implemented simultaneously to ensure the intellectual and innovative development of the
enterprise. Since the strategic level of project management of the enterprise is responsible
for making decisions that are interconnected with the determination of the main goal and
goals of the enterprise and projects, the allocation of priorities in the allocation of resources,
including financial resources in the development of the enterprise and its project activities,
control over intermediate and final project results.

At the second stage of project management with the help of digital technologies,
there is a detailed planning of the set of necessary project works, operational management
of all project resources, constant monitoring and control of the progress of the project,
taking into account the time intervals and the use of resources.
Digital technologies ensure the creation of an information model of work complexes,
taking into account the time and use of resources, the exchange and receipt of timely
information about the current results of project implementation, project management and
decision-making regarding its planned implementation and management decisions in case
of deviations from planned tasks.
At the managerial level of project implementation, digital technologies provide
detailed information on the performance of tasks by all functional divisions, processing
current data and generating reports for higher project management.
The main functional tasks of digital technologies in the project management
implementationon the basis of intellectually innovative development of the enterprise are:
- automation of processes of search, collection, conversion, processing, storage,
exchange of information regarding project activity;
- analytical processing of information flows to ensure the adoption of well-founded
project decisions for all links of project management;
- implementation of calendar and grid planning procedures, development of project
budgets, analysis of risks and threats, evaluation of project solutions;
- performance of the analytical and accounting function of the project activity;
- intellectual analysis of data arrays, modeling and forecasting of the current
situation and possible risks;
- prompt formation of reporting documentation regarding the progress of project
implementation and possible deviations from the planned progress of project
implementation;
- consolidation of information from various divisions regarding the implementation
of management decisions for project implementation;
- information protection.

The use of digital technologies in the project management implementationmakes it
possible to increase the effectiveness of management decisions due to the collection and
processing of information on the implementation of project decisions, possible threats and
their impact on projects and the activities of the enterprise, processing of analytical data on
the progress of project implementation, conducting predictive calculations based on the
processed information regarding alternatives when making design decisions and
determining the most optimal one, taking into account existing information.
Digital technologies are directly related to the logistics processes of project
management, as they provide:
- creation of a complex integrated system of management of material flows based on
information flows;
- implementation of various methods of managing the movement of resources and
controlling material flows thanks to digital tools;
- determine the strategies and technologies of physical movement and distribution of
resources according to the planned works of the project activity;
- ensure standardization of semi-finished products and packaging in accordance
with all quality requirements;
- organize optimal production processes of projects on the basis of forecast
indicators of volumes of deliveries, transportation and storage;
- identify imbalances between the needs and possibilities of procurement and
supplies in the production and execution of projects;
- optimize the technological structures of transport and storage complexes at the
enterprise, taking into account the projects of the enterprise.
4. Discussion
Supporting scientific research (Lei Zhao et al., 2020), we would like to draw
attention to the expediency of the design of the digital business center of the project
management system of the enterprise based on information technologies proposed by the
scientists. Within which the authors developed the data processing structure of the project
management business center and built the general structure of the project management
system at the enterprise level. The digital mode of enterprise management and decision-
making stages are optimized by dividing the level of project information management at the

enterprise level, and the business category level of project management at the enterprise
level is classified, which is a relevant and optimal solution.
Research (Tung Y.-H. et al., 2021) is relevant, in the framework of which the authors
note that digital technologies have begun to actively enter the construction industry,
gradually improving project management. As one of the least digitized sectors, digital
technologies are predicted to significantly increase productivity, reduce costs, improve
safety and optimize project management in construction enterprises.
Considering the timely study (Gagnon S., 2021), it should be noted that indeed the
acceleration of digital transformation has led to the rapid evolution of interdisciplinary
professional roles working in technology and business units. Digital technologies and
project management bring to the fore questions about the emergence of new tasks and skill
sets, personnel requirements and career growth, etc.
In our opinion, the proposal of the authors (Wang Zhe et al., 2020), who in order to
improve the level of design and research of the digital business platform of the corporate
project management system, proposed a method of integrating the design and research of
the digital business platform of information technologies and the project management
system at the enterprise level. The proposed method has important practical significance
for the development and research of the digital business platform of the project
management system of the enterprise.
Sharing the opinion of scientists (Tomáš Mandi
č
ák et al., 2020), that the design of
construction projects and their management in modern times is carried out with the help of
modern and progressive technologies. The authors' study tries to define in more detail the
basic digital competencies and skills that a project manager can acquire by using digital
technologies in the field of project management.
We also consider relevant studies (Revko A. et al., 2022; Vovk O. et al., 2021;
Samoilovych A. et al., 2021) devoted to various aspects of digitalization, its impact on the
innovative and investment development of enterprises, modernization, increasing the
competitiveness of enterprises and the formation of their development strategy.

Conclusion
Therefore, in the project management implementationon the basis of intellectually
innovative development of the enterprise, logistics is an integral part of project
management and provides, due to digital technologies, effective management of material
flows taking into account information flows.
The scientific novelty of the study consists in substantiating the role of digital
technologies in the project management implementationon the basis of intellectually
innovative development of the enterprise using the methodology of an integrated approach
and a system of principles, which includes purposefulness, adequacy, systematicity,
effectiveness, efficiency, influence, safety, viability and social orientation and allow
comprehensively use digital technologies according to their functional tasks for the triad of
project management levels, which include the strategic level, project management and
project execution.
Further research is required to improve logistics approaches to increase the
efficiency of the project management system for more rational provision of project material
flows under the conditions of implementation of digital processes.
